The product is rated for pond volumes, calculations, etc. It has not been tested for aquariums since most aquarium fishes required special needs. It's recommend to use aquarium water treatments that can be found at local pet/fish stores.

Not sure about Turtles but I have Frogs, and it didn't hurt them.

This product introduces beneficial bacteria to the pond to help consume different types of debris in your pond. It may work for dead algae depening on how much you have. If this product does not clear up your dead algae alone I would recommend getting Water Clarifier to use with it.
