DO IT STICK TO WOOD
Hi Home Depot Customer, The Everbilt reflective safety tape is adhesive. However, it is generally recommended for use on clean, dry, and non-porous surfaces. While some types of wood might be suitable, especially if painted or sealed, porous or unfinished wood may not provide optimal adhesion.
Will it adhere to cement/concrete?
Dear Valued Home Depot Customer, We have reached out to the manufacturer and their answer is, While the reflective safety tape is adhesive and designed for outdoor use, it is recommended for clean, dry, non-porous surfaces. Concrete is typically a porous surface, so it is not the recommended use for this tape.

No, this is not stick to carpet.

Yes, I bought it for a basketball pole and it works perfect. It rains a lot here and it is very strong

This is not the recommended use for the Reflective Safety Tape. This is to be used only on clean, dry, non-porous surfaces.
Spray glue it down
I use this product right before heavy rain and is work just fine you have to press it real good when you installed.
