Is the matte black finish fingerprint resistant?

Can the faucet and handles be installed without the square plates?

Faucet has developed a drip that runs back down the faucet since its on an incline, towards the back of sink and floods my bathroom if left unattended. What needs to be replaced or repaired? Was Installed 4 years ago.
