Not sure what rvis is, but you can use this to start tomato seeds or any other seeds, but there is also an option of buying seed starter pods, which have a great outcome as well. You could try some in miracle grow and some in the starter pods and see which does better.

That would depend on what is going into the pot. An existing plant with roots and dirt or seeds? And how tall is the container. It is good potting soil and I always keep a bag on hand. I would buy the bag, it is nice to have extra dirt on hand
