Does this install over a standard light mounting fixture?
You would have to have a ceiling fan box with extra support. I screwed eye bolts into rafters then you can hide the cord by getting some extra nickel chain and running the cord through it to the cover plate in ceiling. It gets kind of heavy especially if you are hanging cast iron pans, wish I could post a picture of my installation.

How much weight can it hold?
According to my electrician, hardly anything. It's already cracked holding 3 lids. It's quite useless.
