There is a set screw that holds the accessory to the mounting bracket, which is secured to the wall. (see install instructions) If you flip the holder over, the set screw will be on top, rather than on the bottom. If that doesn't bother you, no reason I can see why you couldn't install it that way.
Thank you. The product should be installed as seen in the photos because if you flip it to have it on the opposite side, the mounting set screw hole will be visible and take away from the rounded look of the product.

I purchased this item and discovered it's missing two installation screw/anchor packets. Can I get replacements?

You could contact the manufacturer but they use common drywall plugs and the screws are just bathroom type coated ones. Any hardware store has them.
some one else intalled the towel bar and I need to take it down can't see to find any set screws etc? Any suggestions?
Thank you for your question. There is a small set screw hole on the underside of the post where the unit is attached. The allen wrench that you will need is a 2.5 metric one and once that allen screw is loosened, the post should release.
The set screen is on the very bottom of both ends, its a small hole that fits a straight slot screw driver.
Look under it, at the 6 o'clock position, right up at the wall.
Generally, the screws are on the placed on the bottom. Keep looking and have a small screwdriver handy.
On my towel bar the set screws are on the bottom of each end-piece
