can these windows be mounted horizontally?

Just had this window (double hung) installed and there is plastic piece on the jam (both sides) that affects to up down motion of the lower window. What is it?
Thank you for your inquiry. The plastic pieces are the vinyl jamb liners that the sashes ride up and down on.
