It looks as though the frame is made such that the fence/gate wood would be sandwiched in between. Do the two pieces come apart so that you can put the outer frame + star on one side of the fence and then the inner frame on the other side bolting through the wood? Otherwise it seems difficult to cut an appropriate size hole for this without building some additional framing.
This item is one piece.
The frame is two pieces - a front that is a square face, the circle and the star, and a back that is just the frame. The two sides fit together. You can cut a square hole in the fence, and then insert the two pieces, one on each side. Or you can just mount the front part if it makes more sense. Each piece has its own screws and holes. They are not aligned so that you have to bore through the fence and have a nut show on the back side. All the screws come with the star. I mounted my star in a bookcase I was building and didn't mount the back side. just the front part with the star. The star is flat on the back side, with all of the 3D appearance on the front side. So either way. there is a "good" side to the star. It makes a difference which way it faces.
