A:  It's a bit small in diameter for retaining. Maybe if it was a 2 foot or less wall. Even then I would double up the bar if I was gonna use it. You'll want to step it up to #5 or better. Have continuous bar bent down into your L shaped footing. 12 inch grid

    A:  Yes. It may have some rust on it so you'll need to sand and primer it.
