13 Galloon bags work fine
No, regular bags work. That said, the tops of some regular bags have more of a tendency to get loose from the bag retainer than others. I've had the best luck with the stretchier force flex type than standard plastic.
I use regular tall kitchen trash bags and they work great!!!
Can the lid be clicked back into a postion to stay open when needed?
