Yes it can.....mine is installed on concrete slab. You just need to insure the drain stand pipe on tub and your p-trap in the concrete line up. I lowered my tub down with the aid of two people, and I laid on the floor to ensure the drain pipe slide into the p-trap input. You need to ensure your pipe heights are accurate, and I slipped at least eight inches of stand pipe from tub into the top slip connector of the p-trap drain in the concrete. I also left 2" of pee-gravel exposed around the finished tile in case of small leak through slip connector in p-trap, as connector cant be too tight to properly lower stand pipe from tub as you lower. Been working great for us.
The tub drains from the bottom. Are you lining up with an existing drain? Is so yes if there is no existing drain underneath then you will need to elevate the tub to run a drain line
