The strap that the steel rods are attached to is made out of clear plastic. You can cut the plastic to whatever length you desire to apply to any surface. If you cut the plastic on both sides of a single pair of steel rods, that should fit one of the above dimensions that you mentioned above. Use a hack saw or cutting pliers to cut the plastic and you can then glue the piece to the cement. Buying the Bird-B-Gone was the best thing that ever did to eliminate the birds forever! Good luck!

They can flex a small amount but they offer a lot of resistance past a small arc making gluing that would stay in place very challenging in my opinion.

I purchased the bird spikes to be on the top of a 6’ wood privacy fence to keep my cat from walking across the top and then jumping on the hood of my car under a carport. The metal wire spikes are snapped into plastic which you screw down to whatever you choose. Not thinking they would be durable enough to keep a human out. It would be very easy to break them out of the plastic base.
