Can pavers be placed directly on concrete?

Can the Yorkstone pavers be laid on top of the Brock Polypropylene Paver Base that is sold at Home Depot with 1/2 inch of sand on top of the Brock Paver Base Panel?
WE DO NOT recommend using any type of rubber paver base - this will void the warranty on the product. The rubber paver base does not have enough holes to allow drainage through, so the pavers will sit in pooled water or moisture which is never recommended for any concrete product. Concrete products are porous so they will absorb any moisture. It is best to have free drainage material below concrete pavers, a layer of 3/8" stone and a layer of sand for water to easily flow through.
I bought the 100sf pallet and because I had some angles, I had to make cuts. I need one more 24x24 piece. Can I buy one individually?
If you live in the States of MA,RI or CT you could possibly find a distributor that sells these by the piece but if you do not live in those states. There is a half pallet of (12 pcs) 12"X24" and 6 pcs of 24"x24" pavers available on home depot.com that is the cheapest available.
Can you use these in place of the 2 inch concrete steppers? I want yo use these for a stepper leaving 2 - 4 inches in between each paver and add pea gravel. Is this durable enough?

What are they made of
they are a mixture of cement, crushed stone, sand, water and color pigment.
Do they get too hot to walk on bare foot?
They will feel the same as any other concrete walkway or patio. They are made out of concrete.
I built a 25x35 patio with these pavers and I used the TAN color. Yes, they can get too hot to walk on with bare feet. They cool off quickly when in a shaded area.
