I think you mean the clippers - they are to cut off small branches or prune small parts of shrubs. I have to warn you, this set is super small - it is almost miniature. It worked out fine for us as it was a gift for a friend visiting from the UK and we did a garden themed birthday party for her at Longwood Gardens. We knew she would have to pack it in her suitcase to go home and we had to keep the gift light and small. But this really wouldn't due for constant garden work. It is nice quality and cute to be included in a gift bag kind of thing.
I use mine to cut/prune my herbs.
I think it's a lighter weight version of the branch pruner, maybe for cutting flowers or herbs.
