    Hi RockinGirl, Yes the paint that we use for our spinners is powder coated to resist weather at some capacity. We typically ask our customers to bring the product in during extremely bad weather like heavy storms, or snow and move the product away from areas with high humidity as it speeds up the rusting process.       Yes, it does include a stake or prongs on the bottom of the pole so you can sink it into the ground. It is nice to watch it spin. I nice surprise I wasn't expecting is that it has two propellers on either side and they spin in the opposite direction of each other. Also, their are acrylic jewel inserts on it that catch the sun's light so it gives the appearance that it lights up when you look at it at the right angle.
